Two clusters of bugs were under a rock with an ant nest, in oak/juniper zone.

Lasius
The ants are in the genus Lasius (claviger-group?), and they are tending Coccoid scale insects.

I thought as much, but what mystifies me is what do the scale insects live on? It looked as though they were in the cluster for some time judging from the white fluff around them, so what do they feed on under a rock?

The sap-feeders overwinter wi
The sap-feeders overwinter without feeding with the ants that tend them. In spring they are distributed out to feed on tree and other roots, as in in this not-so-great picture I submitted last year:
