Yes (a female)
Shape of tegulae, fairly small size and presence of a row of foveae at the apex of T2 strongly suggest Leptochilus sp.
But waiting for Dr Buck's expertise is safer before moving these three superb pic to any genus.
A very elegant red and yellow solitary Wasp, rather like a miniature version of Vespa orientalis.
