Eucerini.
Looks to be one of the digger bees (family Apidae), in the Eucerini tribe. Might be a female Synhalonia in fact.

There were lots of these around when I shot this individual so you may be right. It stood out because the rest had black abdomens. I've been trying to get some good images of the others for several days now and will be uploading tonight.
