Edit: Teleonemia montivaga seems to have the correct host plant.

 
Teleonemia montigava
Just something to watch out for is that there's a very closely related species, Teleonemia nigrina, however,the antennae are thicker and more stout, so Teleonemia montigava should be correct, and yes, the host plant record information does match your ID.
If this ID is correct, this is a State record for Arizona. However, T. nigrina has been recorded in Arizona, and can also be found on related plants to Penstemon...to remove all doubts, please collect it if you see it again and contact me.
