Galls? Scale insects? The one in focus is 3.0 mm long. The host is an oak tree about 8 feet tall, probably canyon live oak, Quercus chrysolepis.

There's a gall that grows canyon live oak made by Heteroecus flavens. The gall bulges more or less equally on both sides of the leaf. The ones I've seen are larger than yours. What did the gall look like from the underside of the leaf?

I don't think this is a scale since it doesn't look detachable.

I may not have looked at the underside; I don't have a picture of it. These galls were much flatter than the ones at your link.

We're going back in September. If I photograph galls at that time, I'll be sure to get both sides.

 
September in Yosemite
September is a good time for oak galls -- there are nice fresh ones you won't see earlier in the year. Look for Huckleberry Oak too, which is small and shrubby, and has good galls.
