Common Whitetail
This looks like a female Plathemis lydia - Common Whitetail. From the pattern in the wings and the broken yellow lateral markings along the abdomen it matches the description in Dragonflies and Damselflies of Georgia and the Southeast - Giff Beaton, ppg 292.
