Niesthrea is a possibility...
Somewhat similar to
Niesthrea sidae
- FL, GA, TX
but
Niesthrea louisianica
doesn't seem to be a good fit:

Seems there is a 3rd sp. of Niesthrea similar to N. sidae
The TX record of
Niesthrea sidae
may represent a 3rd N. Amer. sp. of
Niesthrea
, but I still think the wing-bud veination and dorsal spot pattern are a better match for the nym tentatively ID'ed as
