This small tree had lots of these hoppers. Each was heavily coated with secretions and hiding at the base of a leaf node. They almost looked like part of the plant. They may be the same or related to

The host plant may be the same also, although that one was tentatively IDed as hazel alder. This one is ironwood. The tree trunk is very distinctive.

Those antennae
don't look terribly planthopperish to me... I'm wondering if these might be Psyllid nymphs instead?
