In the future please include a photo of the whole leaf for host ID if you're not sure what kind of oak. This isn't usually necessary for the midge galls, but it often is important for cynipid galls. The wool sower gall happened to be distinctive enough that I recognized it, but that one is only found on white oak.

The plant had only three leaves on it - all distinctly different in shape and size - unidentifiable beyond white oak group at this life stage.
