Apparently Springtails, these water bugs where collected in a bucket those source is a shed.

Vertagopus arboreus
Not water bugs, but bark bugs ;-)
Collembola are often trapped in water containers. Due to the meniscus effect of the water surface film the springtails cannot escape and gather as such into a kind of living raft.
