Size: ~5/8 in long
Laying eggs in late afternoon in grass on pond's edge, about 10 in. above water.
Interesting light blue color underneath.
Could it be T. trimaculatus?
I wish I could have gotten a better picture. At least it shows a Tabanus behavior.

By the way, the fly was head down on the grass then the picture was made. I rotated it this way to make it easier to compare to other species.
