Perched on inflorescence of the native herb Lomatium nudicaule, in the Carrot Family, Apiaceae. Found in mixed oak woodland/grassland habitat of the semi-arid south Inner Coast Range.

Looks like a Conophorus to me. Presuming it's a female, due to relatively well-spaced eyes.

I agree, Aaron. Not many species in this genus have such long proboscis.
