I think your first instinct was correct
I also see another trait that I should have caught right off. The number of teeth on the hind tibia is way to low for a Syrbula of this age.

How big?
I'm inclined to say you are correct. Syrbula montezuma also comes to mind, but I think the hind femora would be slimmer (?).

 
Not measured,
but guessing a little larger than 1/2 inch... montezuma certainly is another to consider. Would montezuma have a larger head ?

I think it would probably be larger in the 5th instar. I think yours is a male though, which is the smaller gender. The faveolae appear to be angled up a bit, and I think that might be more typical of Orphulella well (I should have noticed that right off).
