I quickly ID'ed this as a Fragile, based on the broken thoracic mark. But later I noticed that none of my field guides showed a Fragile with the blue abdominal segments, so I'm wondering if it's an Eastern that happens to have a broken stripe.

Yes, that blue pattern on the tip of the abdomen
says male Ischnura verticalis. Nice find!
