At first glance, I thought this looked like a female...but zooming in on the full-size image, I don't see the rounded terminalia with radiating black spines typical of females, but rather projections and hairs that appear to be more like the male.

From studying Hardy(1950) and Kondratieff & Welch(1990), my best shot at the ID here is Nemomydas venosus, and what K & W refer to as the "light phase" of that species. Some characters supporting that hypothesis: hind femur with basal half pale whitish-yellow; tergites brownish basally with more narrowly white posterior bands; antennae mostly rufous but with short black band midway. If the angle of view offered a better assessment of wing venation...I'd be checking to see if the 1st posterior cell is open at the wing margin (it almost looks like it is...even with the given less-than-ideal angle).
