In my opinion - Argia apicalis (female)

Note the rather plain lightly marked thorax and the dark ventrolateral stripe on abdominal segment 9 (S9) which also shows plainly on your photo.

Female Argia moesta is very similar but lacks the ventrolateral stripe on S9

Female A. translata is somewhat similar but has a prominent deeply forked humeral stripe and prominent median stripe on the thorax
