Special color pattern on T1 and T2 is unlike any of the three widespread Eastern species. Could well be new for BG.

BTW- Natalie McNear submitted a photo of this Symmorphus wasp:
. It is not ID'd to species, but it is also from California. The location of her wasp was only 30 or 40 miles north.

It appears you were on the right track Scott
I haven't seen one with that curly bracket shape where the black and yellow meet on the dorsal side of the abdomen.

I was
pleasantly surprised when I was right.

I've got 2 in my collection so far, from 2 and 3 years ago. the body and antenna appeared the same from my memory, much different then the other wasps.

I'm thinking of putting together a bug walk/photo shoot at Big Basin. Interested? Mail me off group and we can pick a date. I think I can name the orders......
