I noticed that the dragonfly wasn't defending territory or seeking a mate, just resting, and times obelisking.

It looks like a Leucorrhinia (whiteface)It's a female and one of three species based on what I can see. L.proxima, L. frigida or L. hudsonica.

I can't get any closer than that.

I dont think so, I think it is a female Blue Dasher, Pachydiplax longipennis.

 
I was thinking...
...Leucorrhinia even before your suggestion that it might be Pachydiplax longipennis and before the addition of the other two images.

Take a look at the pterostigmata. They are much smaller here than on P. longpennis. Also notice the white costal vein here that isn't present on P. longpennis.

But I could be wrong as I am not an expert...
