There are two options, given the location: beaverpond baskettail or spiny baskettail. The strongly constricted abdomen at S3, white thorax fuzz, and strongly divergent cerci point to spiny baskettail: http://bugguide.net/node/view/114009/bgimage

It looks like one of the Epitheca spp.

Nice shot!
No idea what it is, but as someone who has tried on many occassions to shoot dragonflies in flight, this is a pretty cool capture!
