and looks to have just the right amount of blue, only on segment 10, to be a female irene

Definitely one of the Nehalennia
Because there is so little blue at the tip, I would say it could be Nehalennia integricollis, but it doesn't seem to occur in your region according to Ed Lam's book. Also, if it is not a mature specimen, females seem to be hard to distinguish based on a photo and if it is an immature specimen its colours could not be definitive.
