Odd
Doesn't have the top thorax stripes but the wrench shape appendages look like Rhionaeschna multicolor. Be my guess.

 
Late Teneral
there are some very light top or dorsal thoracic stripes. I believe this on is somewhere late in the teneral stage and hasn't gotten its final colors yet- but getting there. The appendages make it a lock.
