Paraleptophlebia mollis
Based on time of year (see discussion under your other specimen of Paralepto., I would go with P. mollis.

Leptophlebiidae: Paraleptophlebia sp.
Paraleptophlebia in the neighborhood of P. mollis/adoptiva (adoptiva is light brown, hmmmm). Now if you could pull a mandible out for me and photograph it, I could do a little better.

 
I guess the genus will be as far as this gets
