I'm pretty sure this is an eight-spotted skimmer, but I would like confirmation. Also,I'm curious if the age and sex can be told from this picture. This dragonfly was sighted on the railing of an apartment building in the evening.

Libellula forensis
This is a female. As a general rule, females Anisoptera have more cylindrical abdomens, and lack the complicated claspers on the tip of the abdomen.
