Sericomyia slossonae
I would argue that this is the rare species Sericomyia slossonae which is distinguished from the common Sericomyia chrysotoxoides by a black setose scutellum. I can't make out the anepimeron which should also be black setose though.

Hmm... slossonae should have the bands on the tergites either continuous or very narrowly separated, while this fly seems to have a wider separation. The shape of the bands seems inconsistent with chrysotoxoides - perhaps bifasciata?

Ah, fair, I missed that point. To me this is more chrysotoxoides, then, but I agree the maculae aren't quite right for that species either. Other options would be sexifasciata, but again maculae are wrongish.

slossonae (according to Curran 1934) should have a black pilose abdomen and thorax (this fly is yellow to my eyes), wings yellowish (these look black to me), but I suppose this description could have been updated.

 
This is definitely S. chrysot
This is definitely S. chrysotoxoides. You are right about S. slossonae. The maculae on T3 and T4 should be only very narrowly separated. Had the chance to compare multiple specimens of both species.
