Lace Bug -
Corythucha
Woodford, Bennington County, Vermont, USA
May 18, 2006
Size: ~4mm
Don't know what plant this would associate with, because it was found basking on a rock in a fast moving small river.

Good guess,
it does look like C. pallipes, but can't confirm without a host plant or side view of the hood and median carina.
