yes I think so. There are similar pictures of larva under Altica in the guide.

free living larva
I looked it up and species of Altica have free living larva living together with the adults on the leaves of the hostplant. This is a bit unusual for flea-beetles. Most species have larva underground feeding on the roots or tubers of the plants.
