Asphondylia sp.female
Tom, This fly is probably an Aspondylia sp. female. The shape of the flagellomeres, the overall body color with the black scales; and also with the black and white leg banding. I can detect scales on the katepisternum (lower lateral thorax) which would place this species in the "Monacha species group". These are gallers found on Asters, Solidago and Symphotrichum.

Cecidomyiidae
I believe it is a cecido.
