Would you know if these are flightless ?

This is the first BugGuide record for this genus for Los Angeles County.
Since it resembles the specimen found in Orange County, I was wondering how they "migrate" through metropolitan areas.

 
these has to be reasonably good fliers
some members of the genus are not
