Pretty sure this is the nymph of Ormenaria rufifascia.
On Palmetto.

Moving to hoppers
so it doesn't get buried in ID Request. I expect Andy Hamilton will have an opinion.

This is most definitely Ormenaria rufifascia. I found a great chapter on this very insect in Thomas Eisner's new book "Secret Weapons"(1). The waxy pad the nymph makes is defensive, as predators tying to traverse it get foulded with sticky wax.
