The ventral color would help
The ventral color would help to narrow it down more but I would guess it is O. sayi.

Your right! I skipped a couplet while identifying it. This specimen definitely has a elongated pronotum and I'm guessing it is black below. Mia culpa!

Oulema maculicollis
Well it defenitely is Oulema, but the species in this genus look very much alike and identifying them should be done very carefully. I think this one is Oulema maculicollis based on the identification characters from this link:
http://insects.tamu.edu/research/collection/chrysomelidae/oulema_maculicollis.htm
It has the blackish legs and punctures on the pronotum which distinguish this species.
Maybe it would be better to have all pictures of Oulema at genus level however.
