Pamphiliidae
Cannot tell genus, but either Pamphilius, Onycholyda, or Neurotoma. Pamphiliid larvae have unusually long antennae compared with other sawflies. Several species may feed on chokecherry, living in webs or leaf rolls.

hmm... doesn't look like a sawfly to me...
