Fly (?) larvae on poison ivy

Fly (?) larvae on poison ivy
Ballston Lake, Saratoga County, New York, USA
June 21, 2011
Size: < 1 mm
Here's a shot near one end of the infestation, showing black spots on the mid vein. Some of the leaves of this plant appear to have a fungal infection. I suspect the black spots and brown "frass" (spores?) in this picture are caused by the fungus, which the larvae are feeding on.

"The oval blackish fruiting bodies look like those of a Phyllosticta species or a Septoria species--and indeed both genera have been reported on Rhus toxicodendron. The lighter brown extrudance could be anything ..." Det. J.M. McPartland
