Unfortunately it wasn't in a spot where I could do anything to get a better shot. Pretty sure I saw another flying later in the day, so I have something of a search image, hopefully a cooperative one won't be far away.

It's not Psilonyx.
Leptogaster flavipes is listed as occurring in your state. The image is not clear enough to really see, but this could very well be flavipes.
