This fellow was on one of my redbud trees, and a few that looked just like him were on nearby plants.

Enchenopa binotata
Multiple hosts, including black walnut are named in other bugguide posts. In my yard the tree hoppers were on redbud & black haw viburnum. Unfortunately I haven’t seen E. binotata on my redbud for several years, when at one time I could easily spot adults & nymphs. Whitish round splotches on bole are likely an early stage in E binotata’s development. Good photo!
