oh i found this thing on a grand fir and it is so clever..look at how perfectly camoed it is

may be you are right
Also some of Pristiphora species have bright white stripes.
And some of Pristiphora feed on Picea.
I think tribe Nematini at least.

Probably a diprionid, the only sawflies that are know to feed on fir.
