I couldn't really tell if it had wings or not. Would not remain stationary so I could get a good photo.

Some antennal and wing features are lacking, but some other features such as a broad head, a depressed and oval abdomen with a wide second abdominal segment, a semi-circular scutellum, and other aspects suggest this genus of Telenominae.

I wonder if this wasp had been attacked by some other insect as it doesn't seem to have any antenna or wings. I took quite a few photos, so if it had antennae they should have showed up in at least one of the photos. I've taken photos of wasps smaller than this one and the antennae are apparent in the photos.

 
Possibly...
With higher mag, you can see some wing remnants - they appear to be shriveled, maybe even deformed. If the wings were deformed, the antennae may not have formed either, but this is just speculation on my part.
