procellaris or ottowana
Two species of Anthomyia have such markings, procellaris and ottowana. They might be distinguishable by a closeup of the underside of a male. A. ottowana is Northeastern with range limits not exactly known.

 
Procellaris
Griffiths notes that the darker Anthomyia procellaris are more strongly marked than ottowana. The overlap is at the pale end where the spots are more widely separated.
