While this is still a tiny bit tentative, since we can't see the markings on the underside of the cone, I'm pretty sure now that this is N. retusus.

Moved from Katydids.

Do you have any photos from other angles
This could be Neoconocephalus bivocatus, N. ensiger, N. palustris, N. retusus, N. robustus, or perhaps N. triops. I can't rule any of these out.

However, I doubt it is N. ensiger, because the wings seem proportionately too short. N. triops is probably not normally found so far north, and it doesn't really "look" like N. robustus or N. bivocatus to me. It does look a lot like N. retusus, but I'm not totally certain that's what it is (and N. palustris looks very similar). Seeing a photo of the head cone from above, or especially from below would help a lot.

There are actually more species in the area, Illinois is rich in Coneheads, but the others I could rule out.
