weemsi or pictipennis
Orthonevra weemsi or pictipennis. I can't tell from this picture.

Maybe this helps, even though part of the fly isn't in focus.

Legs
The best difference between the species is the color of the fore tibia. "In pictipennis, the medial two-thirds of the distal surface of the tibia is black and the basitarsus may show this same feature, while in weemsi, the red tibiae may be darkened medially, never exhibit black or purple markings." The tibia here is at least darkened. I'm not sure if it's black.

Aside from that, pictipennis has a much hairier face (visible here) while weemsi has a shorter second antenna segment (visible here). The spots on the face have different shapes.

Sounds confusing
as if this has features of both species.

Moved
Moved from Orthonevra.

Orthonevra
This is a syrphid fly, genus Orthonevra. The larvae are aquatic.

Thanks Martin
I've seen these before, but couldn't remember.
