Was it on Klammath Weed?
If so, it's no doubt a Klammath Weed Beetle. They were imported to help keep Klammath Weed -- itself an import -- in check. Although your image has too little detail to tell for sure, compare with these images.

Yes, the plant in the photo is Klamath weed, also known as Common St. Johnswort (Hypericum perforatum).
