I would say yes to genus, probably to species.
I don't have enough information handy on other possibilities (if there even are any) to be sure. I'm moving it to the genus so that it will be more likely for one of the Cicada experts to find it.

Okanagana rimosa
Not so brightly colored on the underside as in O. canadensis, and with more slender wings than O. noveboracensis.

Not O. rimosa but O. canadensis
I have been studying O. rimosa and O. canadensis extensively here in New England as these two species are found here. Based on my observations and collecting specimens and comparing features of both, I can tell you that:
1). The pronotum in O. canadensis is almost entirely black as in this specimen.
2). The mesonotum in O. canadensis is more "hunched" than in O. rimosa.
3). It is larger than O. rimosa.
4). Where O. rimosa is orange O. canadensis is yellow as indicated in your photos.
Please study the other rimosas on Bugguide and I think you will agree.
