Lilypad Clubtail - Arigomphus furcifer - Male

Lilypad clubtail not only isn't marked like the one in your picture but it has never been recorded in Manitoba. Plains clubtails are present in Winnipeg right now and the markings on your picture fit that species. The manitobanus sub-species of Midland clubtail is also similar and present in Winnipeg. Without seeing a good picture of the side of the thorax and/or a tight high resolution shot of the end of the abdomen it's not possible to be 100% certain. I'd place my bet on Plains, though.
