This wasp was very busy over the white globular objects. It even attacked an ant that happened by. Would like to know the name of the wasp and what the objects are if possible with this far from perfect photo.

I imagine the white objects are scale insects or something similar and that the wasp is drinking their honeydew. I recommend adding a close-up cropped to just the wasp to improve your chances of an ID (though as usual, Ken's suggestion looks good to me).

Haven't a clue about the white objects...
...but I'm wondering if your wasp might not be a male mutillid:
