Aglaostigma is the only thing known from Impatiens - see comments here. I think I can see warts on side the 7th annulet, but can't be sure.

Still looks like Impatiens.
I would guess that caterpillar is some kind of leafroller/tier (like maybe a tortricid), and to identify those it's generally necessary to raise them to adulthood, unless you can get a specialist to examine the larva in person. If it's leaving distinctive feeding sign on a particular host plant, it might be possible to ID it that way, but this one looks like it wasn't feeding--could have dropped down from some other host plant, in search of a place to pupate.

 
Agree with Impatiens
I agree with Charley's ID of this plant as a species of Impatiens, possibly Pale Touch-me-not (I. pallida).
