please watch for adults!
Possibly Scaphoideus, judging by the black spots on the "tail". I suspect it fell off some plant above the poison ivy.

 
You may be right, Andy.
The next day I found an adult leafhopper on a buckthorn leaf, very close to where the nymph was found.

 
Prescottia lobata
This agrees well with another photo of this same nymph, except in the color pattern, which is probably variable. Note that the body of the nymph is much less slender than those of Scaphoideus.
