I found these newly hatched bugs looks same as on goldenrod leaf.
I used flash and took slightly better images.

Today, I saw this image and...
Apiomerus montanus nymph


Now I'm almost sure these are Bee Assassin (Apiomerus crassipes)! I saw some adults this spring... Big red eyes and hairy appearance are good match to these nymphs!

They have strong front legs.
