Size: ~3mm (body)
Looks to be one of the Chalcids, from the appearance of the hind legs.

ID per my torymid contact, who says that it isn't the common species of the genus and that to determine which species it is, one needs to see the propodeum.

Moved from Ants, Bees, Wasps and Sawflies.

It flew away before I could get more angles on it. These were the only two I could get.

With live chalcidoids, I doubt that any camera angle would likely result in an adequate view of the propodeum.

Right…
The key features can be seen here including bronze coloration, enlarged hind coxae, hind femurs (note ventral "teeth"), and well-formed parapsidal sutures. Nice, Scott.

Parasitic to mantis egg cases. The area I found this wasp in is heavily populated with mantids. Lots of newly hatched ones seen this year.
