I can only find one species with Los Angeles County records, and that is
L. tenuicornis
, but its wings are described as brown, in stead of the purplish as on the photo ...

We don't appear to have a similar all-black specimen with orange-red abdomen on BugGuide yet, so it might belong in the more speciose subtribe Gastrosericina.
