I can only find one species with Los Angeles County records, and that is L. tenuicornis, but its wings are described as brown, in stead of the purplish as on the photo ...

We don't appear to have a similar all-black specimen with orange-red abdomen on BugGuide yet, so it might belong in the more speciose subtribe Gastrosericina.
