Pachydiplax longipennis
This is a female Blue Dasher (
Pachydiplax longipennis
). But they are hardly 3". Closer to half that.

Thanks. The size estimation was clearly a bad estimation. I removed the size estimate now, shouldn't have included it in the first place without an accurate measurement. Thanks again for the ID!
