Norvellina perelegantis
The smeary wing markings with dark edges and patterned scutellum are characteristic of this species. This is a new state record (previously recorded from CA, CO, OR and UT).

better image
No, I just have a rather cheap digital camera and this is the best I can get with it. I'm kind of amazed it takes good enough photos to even get an ID of something so small.
